An adaptive, low-carbon transformation of Waverley Council’s landmark civic structure.
Our proposal for the adaptive re-use of the 1960s Bondi Council Chambers reimagines this significant civic building as a contemporary, sustainable hub for community, governance, and public engagement. Overlooking Waverley Park and Bondi Road, the project builds upon the robust bones of the existing structure, retaining and celebrating its mid-century character while introducing new life through careful intervention and material innovation.


The design approach prioritises adaptive re-use over replacement, minimising embodied carbon by retaining the existing concrete frame and core. A new structural system in cross-laminated timber (CLT) extends and complements the original building, expressing a warm and tactile contrast to the existing fabric. This dialogue between old and new embodies a sustainable ethos—preserving heritage while demonstrating progressive environmental design.
Sustainability is integral to every layer of the concept. Mixed-mode ventilation, operable facades, and shaded external terraces respond to Bondi’s temperate climate, reducing reliance on mechanical systems and promoting natural comfort. High-performance glazing, rooftop photovoltaics, and integrated rainwater harvesting systems further contribute to the building’s net-zero ambitions.
Internally, the spatial organisation is redefined to encourage transparency, collaboration, and accessibility. The new council chambers are envisioned as a light-filled, civic heart overlooking the park, while adaptable office spaces support flexible modes of work. A sequence of new public facilities—community meeting rooms, exhibition spaces, and landscaped forecourts—invite broader public use and connect the building more directly with its urban context.
The project positions the renewed Council Chambers as both a civic landmark and a model for sustainable re-use—demonstrating how existing structures can evolve to meet the needs of a changing community while embodying environmental responsibility and architectural continuity in the heart of Bondi.
