We are delighted that an image of Barangaroo House has been included the City of Melbourne’s new design excellence policy framework document.

The City of Melbourne’s Design Excellence Policy (implemented through its Design Excellence Program) is a long-term framework that aims to ensure high-quality architecture, urban design and public realm outcomes across both public and private development. It defines design excellence broadly—encompassing aesthetics, sustainability, cultural value, functionality and contribution to the pedestrian experience—and embeds these expectations into planning, procurement and city-shaping processes. Central to the policy are mechanisms such as the Melbourne Design Review Panel, independent expert review, and the Design Excellence Advisory Committee, which bring professional and community perspectives into early design stages.

The policy also strengthens design quality through transparent and equitable design competitions, updated design guidelines (including the Central Melbourne Design Guide) and a commitment to leadership by example in council-led projects. Its intent is to improve consistency in planning decisions, lift baseline design standards, and foster innovative, diverse and context-responsive design. Ultimately, the policy positions design excellence as essential to Melbourne’s identity, liveability and long-term urban sustainability.
